  Blackface was used by white actors to portray black people in the minstrel shows of the mid 1800's. The characters portrayed by those actors were very racist, exemplifying the negative stereotypes of the day.
  
  So yes, blackface is still considered to be racist.
  
  White face, I don't know about. I've never heard of it used in a race context.

    Depends on the performance too though, but the immediate reaction will be either people offended, or concerned someone else will be offended.
